U.S. Senators Roger Wicker (R-M.S.) and David Vitter (R-La.) have introduced legislation to block an increase in the amount of ethanol that can be blended with gasoline. The bill would overturn Environmental Protection Agency (EPA) waivers that allowed gasoline containing 15 percent ethanol (E15) to be used for many passenger cars and light trucks, and would prohibit the agency from granting future waivers for any blends above 10 percent ethanol.

Gilbarco and PayPal Bring Mobile Payments to the Pump
Gilbarco Veeder-Root and PayPal have teamed up to make PayPal an accepted payment method at tens of thousands of fueling stations around the U.S. Gilbarco said the move will allow retailers to connect more effectively with customers and simplify the way people pay for fuel and purchase in-store items. Through the partnership, Gilbarco gains access to a new user base–PayPal鈥檚 125 million global users and the 55 million Americans who use a PayPal account right now, while also giving merchants using Gilbarco’s equipment the ability to sell additional items through PayPal Wallet.
House Committee Seeks EPA Information on RIN Fraud
The House Energy and Commerce Committee is asking the Environmental Protection Agency (EPA) to detail steps it is taking to prevent fraudulent renewable fuel credits, or RINs, from entering the marketplace. The committee also wants to know whether fraudulent credits have contributed to a 鈥渄ramatic decline鈥 in RIN prices since July 2012. The committee asked EPA to respond by Feb. 22.

Credit Card Settlement Appeal Delayed Until Fall
The U.S. Court of Appeals has ruled that an appeal of the proposed swipe fee settlement should wait until after objections to the settlement are filed and heard next fall. That means that settlement notices to retailers across the country can continue to be distributed, and that retailers will have the opportunity to opt out of the monetary portion of the case and/or object to the proposed settlement. Notices will be sent to retailers who accepted Visa and/or MasterCard at any time between Jan. 1, 2004 and Nov. 27, 2012. Even if retailers submitted a declaration objecting to the proposed settlement last fall, they must respond to the notice and submit something in writing again if they want to opt-out of or object to the proposed settlement.
