Public-private partnerships across the country are riddled with , according to Donald Cohen, executive director of a privatization resource center called In the Public Interest. With the number of failed attempts mounting, including in Chicago, San Diego and Denver, Cohen says that cities and states need to more fully consider the costs of private investment in public infrastructure to ensure that governments remain focused on public goals and the public interest.
