House Energy and Commerce Committee Chairman Fred Upton (R-Mich.) and ranking member Henry Waxman (D-Calif.) recently released the final edition in a exploring different aspects of the Renewable Fuel Standard (RFS). For the final paper, the representatives had asked stakeholders to weigh in on whether the Environmental Protection Agency (EPA) acted appropriately in setting yearly biofuel targets and administering the ethanol credit trading program. The findings of these white papers will be used as the basis for a series of hearings on the RFS. Previous papers focused on the blend wall, agricultural sector impacts, greenhouse gas emissions and energy policy.
