NATSO, representing America鈥檚 truckstops and travel centers, SIGMA: America鈥檚 Leading Fuel Marketers and the National Association of Convenience Stores (NACS) will file comments today on the Environmental Protection Agency鈥檚 (EPA) proposed Renewable Fuel Standard rule raising concerns that the proposal risks squandering a significant opportunity to spur investments in EV charging stations. EPA proposed that automakers, rather than owners of public direct current (DC) fast chargers, should have the ability to generate electricity Renewable Identification Numbers (e-RINs).

The Supreme Court (SCOTUS) on June 25 overturned a lower court ruling that had found that the Environmental Protection Agency (EPA) could only grant a small refinery exemption to companies that had received such an exemption every year since 2013. The Supreme Court found that, according to the statute that created the RFS, EPA has a wider latitude to grant small refinery exemptions, including for refineries that had not received such an exemption for many years.

The Environmental Protection Agency (EPA) on July 5 proposed renewable volume obligations (RVOs) for 2020 under the Renewable Fuel Standard (RFS). EPA also proposed RVOs for biomass-based diesel (BBD) for 2021. In the rule, EPA said it would use its waiver authority to lower the volumes of cellulosic biofuels, advanced biofuels, and total renewable fuels below the statutory targets.
