The Pennsylvania Turnpike is spending more money each year than it makes, despite toll increases that have the cost to travel the turnpike over the past 10 years. To meet financial demands of the law, turnpike officials have borrowed aggressively, leaving the Turnpike Commission more than $7 billion in debt. Yet toll increases are scheduled to continue for many years.
